Frank Linkous

Frank LinkousFrank Linkous (Captain, US Navy, retired) is a Senior Business Development Manager in the Raytheon Integrated Defense Systems’ (IDS) Seapower Capability Systems area, the company’s business area focused on programs for U.S. and international Navy customers.

In this role, Linkous is focused on growing the Undersea Warfare Systems portfolio both domestically and internationally, with an emphasis on delivering Raytheon undersea warfare products to the US Navy and international Navies.

Prior to joining private industry, Linkous served for thirty-one years in the US Navy as a Surface Warfare Officer. With assignments on various classes of naval vessels, from aircraft carriers to minesweepers, he was privileged to serve as Commanding Officer of two ships, USS Carter Hall (LSD 50), a Whidbey Island Class Dock Landing Ship, and USS Sentry (MCM 3), an Avenger Class Minesweeper.

Linkous spent the last ten years of his naval career in the DC Metro area. He served in many roles in the Pentagon on the Joint Staff and the Chief of Naval Operations (OPNAV) staff, including as the Mine Warfare Branch Head in the OPNAV Expeditionary Warfare Directorate (N95). There he was responsible for requirements, programming and budgeting for US Navy mine warfare systems, including in-service mine countermeasures (MCM) systems and new MCM capability for the Littoral Combat Ship (LCS) MCM Mission Package. He later served as Chief of Staff for OPNAV N95.

His final tour was as the Security Cooperation/Global FMS Director at the Navy International Programs Office. Here he led a diverse team of eighty dedicated professionals who were responsible for executing the over $100 Billion Foreign Military Sales program for the US Navy, US Marine Corps and US Coast Guard.

Linkous holds a bachelor's degree in History from the University of North Carolina at Chapel Hill, as well as a Masters of Business Administration from National University, and a Masters of Arts from the Naval War College.
